PREAMBLE
The establishment of this Council as a subordinate unit of the American Federation of Labor and Congress of Industrial Organizations is an expression of the desire of the unions in this community to participate fully in the achievement of the objectives of the parent Federation as it seeks to fulfill the hopes and aspirations of the working people of all America. We shall strive always to win full respect for the dignity of the human individual whom our unions serve. With Divine guidance, grateful for the fine traditions of our past, confident of meeting the challenge of the future, we proclaim this constitution.
ARTICLE I
Name and Affiliation
Section I. This organization shall be known as the ROCK COUNTY CENTRAL LABOR COUNCIL, AFL-CIO, Rock County Wisconsin. It shall at all times maintain affiliation with the American Federation of Labor and Congress of Industrial Organizations in accordance with the laws of that organization. As a chartered organization of the AFL-CIO this Council shall conform its activities on state matters to the policies of the State Central Body, and on national affairs to the policies of the AFL-CIO.
ARTICLE II
Objects
Section 1. (a) The objects of the ROCK COUNTY CENTRAL LABOR COUNCIL, AFL-CIO, shall be to secure united action of all locals of National and international Unions and organizing committees and directly affiliated Local Unions to the AFL-CIO within its jurisdiction and respective area and through united action to protect, maintain and advance the interest of all working people in its territory; (b) To serve as a means of exchanging information among affiliated bodies on matters of common interest; (c) To provide aid, cooperation and assistance to affiliated local unions and other affiliated bodies in their common and individual endeavors ; (d) To propose, support and promote legislation favorable to and to oppose legislation detrimental to the interest of workers and organized labor; (e) To aid and assist in organizing the unorganized; (f) To increase pubic understanding of the aims and purposes of the labor movement and to unite all working people regardless of sex, race, color, religion, national origin and to fight discrimination in any form; (g) To engage in such other activities as are consistent with the objects and principles set forth in the Constitution of the AFL-CIO and the policies of the AFL-CIO, and to support and defend the Constitution of the United States.
ARTICLE III
Composition and Delegates
Section 1. This Council shall be composed exclusively of such of the following organizations within the geographical limits covered by the Councils charter as shall conform to this constitution and the rules and regulations adopted pursuant thereto: (a) Local Unions of National and International Unions and Organizing Committees affiliated with the AFL-CIO, and Local Unions chartered directly by the AFL-CIO; (b) Local Councils chartered by the Trade and Industrial departments of the AFL-CIO; (c) Joint Boards, District Councils , Retiree Groups and similar subordinate organizations which are duly chartered by an affiliate of the AFL-CIO.
Section 2. Affiliated local unions in good standing shall be entitled to representation based on per capita tax paid according to the following schedule:

Section 3. Affiliated subordinate bodies other than local unions, as defined in section 1 of this article, shall be entitled to one delegate and one vote each.
Section 4. No person shall be eligible to serve as a delegate unless that person is a member of a local union affiliated with this Council or unless he is a National or International Union representative regularly servicing such an affiliated union. No person shall be eligible to serve as a delegate who holds a salaried position, or any other position of administration or executive authority, in a union or any subordinate branch of a union which has been suspended or expelled from the AFL-CIO.
Section 5. Delegates to the ROCK COUNTY CENTRAL LABOR COUNCIL shall be certified by two (2) officers of the affiliates they represent on credential forms provided by the recording secretary of the ROCK COUNTY CENTRAL LABOR COUNCIL. Only members in good standing of the affiliate they represent shall be seated as delegates.
Section 6. in the absence of a delegate an alternate may be seated upon presentation of proper credentials.
Section 7. No delegate shall represent more than one affiliated organization or Local Union.
Section 8. Upon acceptance of a delegate's credentials the presiding officer shall administer the following obligation: "I, [name of delegate], do solemnly pledge my honor that 1 will obey the rules and regulations of this Council, and to the best of my ability perform all the duties incumbent on me as a member thereof, and 1 do further promise that 1 will at all times when possible purchase and use Union made and labeled goods, and that 1 will have my work done by Union labor, and that 1 will recognize all bona fide shop cards and trade marks of Labor Unions affiliated with the AFL-CIO."
ARTICLE IV
Voting
Section 1. Except on role call votes, each delegate shall be entitled to one vote. Voting shall be by voice vote or division of the house (show of hands or standing vote) unless a role call vote is properly demanded by the required number of delegates as provided for in Sec. 2 of this Article. No delegate shall be permitted to cast the proxy of another delegate and no delegate shall be allowed to represent more than one organization.
Section 2. A roll call vote shall be held on any pending question, including election of officers, upon demand of thirty percent (30%) or more of the delegates present.
Section 3. On roll call votes each local union shall be entitled to a number of votes equal to the average membership of the local union as determined according to the provisions of Section 4 of this Article.
Section 4. The average membership of a local union shall be determined on the basis of per capita tax payments for the two preceding calendar quarters. the average membership of a local union affiliated for less than the base period shall be computed from the month of affiliation, and shall be determined by dividing the total per capita tax paid for all months affiliated by the number of months affiliated or by six (6), whichever is greater.
Section 5. The votes of a local union shall be divided equally among all its accredited delegates present and each delegate shall be entitled to cast only his assigned number of votes, except that to facilitate the calling of the roll one delegate may be designated to cast all of the votes of the delegates representing his local union, provided that if any delegate shall challenge the correctness of the votes so cast the individual delegates of that local union shall be polled.
Section 6. The recording secretary shall maintain, on a current basis, the official roll of delegates, showing the average membership of each local union as established under the provisions of Article IV, Section 4.
ARTICLE V
Officers and Elections
Section 1. The officers of the ROCK COUNTY CENTRAL LABOR COUNCIL shall consist of a President, Vice President, Treasurer, Recording Secretary, Sergeant-at-Arms, and four (4) Trustees, who together shall constitute the Executive Board of the Council.
Section 2. All officers except Trustees shall serve for a term of two (2) years, unless removed for cause or until their successors have been elected or installed in office. Each officer, at the time of their election and at all times during their term of office, shall be a duly accredited delegate from an affiliated organization. If they cease to be a delegate the office they hold shall thereby become vacant and a special election as elsewhere provided for in this constitution shall be held to fill the vacancy.
Section 3. The term of office for Trustees shall be for three years (3) or until their successor has been elected and qualified. Initially, one (1) Trustee shall be elected for a term of one year; one (1) Trustee shall be elected for a term of two (2) years, and one (1) Trustee shall be elected for a term of three years.
Section 4. The election shall be held at the regular meeting in the month of December. Nominations shall be opened at the meeting in the preceding month and may be reopened at any time prior to the election by a majority vote. The election shall not be postponed except for absence of a quorum or by order of the AFL-CIO or duly constituted public authority. A postponed election shall be held at the first succeeding regular meeting with due notice being given all affiliated organizations, or as may be directed by the AFL-CIO or by the public authority which ordered the postponement.
Section 5. Installation of officers shall be held at the conclusion of the election, except that an officer-elect who is unavoidably absent shall be installed at the earliest possible meeting following the election, or they may be given the obligation at a meeting of the Executive Board.
Section 6. (a) The election for uncontested offices may be by acclamation. The election for contested offices shall be by voice vote, show of hands or standing vote unless a roll call vote is demanded by the requisite number of delegates. It shall require a majority to elect. (b) In cases where no candidate for a particular office receives a majority on the first vote all but the two candidates for that office receiving the greatest number of votes shall be eliminated and a second vote shall be taken.
Section 7 If the office of President becomes vacant, the Vice President shall assume the duties of the President for the balance of the term. In the event of a permanent vacancy in the office of Vice President, Secretary-Treasurer, Recording Secretary, or Sergeant-at-Arms, the Executive Board shall fill such vacancy by appointment, and the appointee shall serve until such time when the nomination and election can be held to fill such vacancy. A vacancy shall be filled by nomination and election at the next regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL, provided that at least one (1) weeks notice in writing of such pending election has been given, to all affiliates.
Section 8. Before entering upon their duties each officer- elect shall assume the following obligation: "I (name of officer), do hereby promise to faithfully perform all the duties of the office to which 1 have been elected to the best of my ability and to uphold the constitution of this Council and of the AFL-CIO. 1 further promise to deliver all property in my possession belonging to this Council to my successor in office and to surrender such property to the President of the AFL-CIO upon his official demand. Section 9. No person shall be eligible to serve as an officer, member of the Executive Board or of any committee of the council or as a delegate from, or as a representative, agent or employee of this council who is a member of the communist party, any fascist organization, or other totalitarian movement, or who consistently pursues policies and activities directed toward the achievement of the program or the purposes of the communist party, any fascist organization or other totalitarian movement, or who holds a salaried position or any other position of administrative or executive authority in a union, or any subordinate branch of a union, which has been suspended or expelled from the AFL-CIO.
ARTICLE VI
Duties of Officers
Section 1. The President shall preside and preserve order at all meetings of the ROCK COUNTY CENTRAL LABOR COUNCIL, appoint all committees not otherwise provided for, countersign all checks, transact such other business, and exercise such other responsibilities as may of right appertain to the office. Shall be ex-officio member of all committees of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 2. The Vice President shall assist the President in the performance of his duties, and shall perform the duties of the President in the case of absence of that officer, and shall perform such other duties as the ROCK COUNTY CENTRAL LABOR COUNCIL may assign to him, including countersigning all checks.
Section 3. The Treasurer shall receive and record all monies paid into the ROCK COUNTY CENTRAL LABOR COUNCIL, give a receipt for same, pay all bills authorized and record same, and deposit all ROCK COUNTY CENTRAL LABOR COUNCIL funds in the bank in the name of the ROCK COUNTY CENTRAL LABOR COUNCIL. Shall report the condition of the treasury at each regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL, and submit books and records to the Trustees as required. Shall follow such procedures, maintain such records, and file such reports as the ROCK COUNTY CENTRAL LABOR COUNCIL, and the AFL-CIO may direct. Shall be signatory of all ROCK COUNTY CENTRAL LABOR COUNCIL checks. Shall perform such other duties as are usual to the office, or which may be assigned. Shall be bonded in compliance with and in accordance with the rules governing Local Central Bodies issued by AFL-CIO.
Section 4. The Recording Secretary shall keep a record and minutes of all regular and special meetings of the ROCK COUNTY CENTRAL LABOR COUNCIL and of the Executive Board, in a book kept for that purpose. Shall receive, read, and safely keep all papers and documents and be responsible for any misuse of the same. Will be responsible for notification of al meetings and elections. Shall answer all communications when requested to do so. Shall also have custody of the ROCK COUNTY CENTRAL LABOR COUNCIL Seal and shall be responsible for any misuse of the same.
Section 5. The Sergeant-at-Arms shall take charge of the door and shall see that only those delegates properly accredited shall be seated and shall assist the president in preserving order when called upon to do so. Section 6. The Trustees shall hold the real property of the ROCK COUNTY CENTRAL LABOR COUNCIL in trust for the ROCK COUNTY CENTRAL LABOR COUNCIL. They shall examine the books of the ROCK COUNTY CENTRAL LABOR COUNCIL quarterly and shall make a financial report to the next regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL, and to the AFL-CIO Secretary-Treasurer. They shall audit the books of the ROCK COUNTY CENTRAL LABOR COUNCIL annually; or arrange to have them audited by a Certified Public Accountant, including a verification of the bank accounts of the ROCK COUNTY CENTRAL LABOR COUNCIL. The audit shall be submitted to the next regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL and to the AFL-CIO Secretary-Treasurer. These reports and audits will follow such procedures as are specified by AFL-CIO. They shall prevent the handling of the funds of ROCK COUNTY CENTRAL LABOR COUNCIL by other than authorized officers and agents who are bonded pursuant to the rules governing local Central Bodies.
ARTICLE VII
Executive Board
Section 1. The Executive Board shall be composed of the elected officers of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 2. The Executive Board shall be responsible for making recommendation in regard to the work of the ROCK COUNTY CENTRAL LABOR COUNCIL, for coordinating the work of the Standing Committees, and for executing the decisions of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 3. The Executive Board shall transact all necessary business between meetings of the ROCK COUNTY CENTRAL LABOR COUNCIL. They shall interpret and enforce the Constitution.
Section 4. The Executive Board shall meet once a month prior to all regular meetings of the ROCK COUNTY CENTRAL LABOR COUNCIL, or at such special meetings as may be called by the President. A majority of the Executive Board shall constitute a quorum for the transaction of its business, and all decisions of the Board shall be my majority vote of those present at a meeting where there is a quorum.
Section 5. The Executive Board shall render a full report of its activities to each regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL.
ARTICLE VIII
Lists
Section 1. No officer, delegate or employee of the ROCK COUNTY CENTRAL LABOR COUNCIL shall release any list of affiliates or members of affiliates in the possession of the ROCK COUNTY CENTRAL LABOR COUNCIL to any person unless such release is required by Section 2 or has been duly authorized by the ROCK COUNTY CENTRAL LABOR COUNCIL and the appropriate officers of the affiliate or affiliates involved.
Section 2. Officers of organizations affiliated with the ROCK COUNTY CENTRAL LABOR COUNCIL shall be entitled to access at the place where the records are kept and at reasonable times to full information concerning the names of delegates and the number of votes of each affiliated organization.
Section 3. The procedures to be followed by this Council with respect to Boycotts, Unfair Lists, Strikes, Collective Bargaining and Publications issued or endorsed by this Council, and in all other matters, shall be in accord with the AFL-CIO Rules Governing Local Councils per Rule 22 of said document.
ARTICLE IX
Committees
Section 1. There shall be such number of committees as the ROCK COUNTY CENTRAL LABOR COUNCIL may determine.

Section 3. Committees shall report to the ROCK COUNTY CENTRAL LABOR COUNCIL at regular meetings.
ARTICLE X
Finances
Section 1. The fees of subordinate bodies other than local unions shall be $3.00 per year.
Section 2. Locals shall pay a per capita tax of twenty cents ($.20) per member per month to the ROCK COUNTY CENTRAL LABOR COUNCIL. Sixteen cents ($.16) to be paid into a general fund and four cents ($.04) to be paid into a political education fund. Each local shall pay per capita tax to, or receive exoneration for the same number of members on which it pays per capita tax to, or receives exoneration from, its National or International Union of the AFL-CIO.
Section 3. If any affiliated organization shall become unable to pay the per capita tax because of financial difficulty caused by strikes or lockouts or other involuntary causes, it may report such circumstances to the Executive Board which may if it is convinced that the request is justified, notify the Secretary-Treasurer to exonerate such organization, subject to the approval of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 4. Organizations in arrears for three (3) months shall be notified by the Secretary-Treasurer, and if payment is not made within one month after date of notification, the organization shall automatically be suspended from the ROCK COUNTY CENTRAL LABOR COUNCIL. If this should happen, the Secretary-Treasurer shall notify the suspended local's international office, and advise them of the delinquency.
Section 5. Organizations so suspended may be reinstated upon payment of a re-affiliation fee of five dollars ($5.00) and the payment of all back per capita tax not to exceed twelve (12) months.
Section 6. The funds of the ROCK COUNTY CENTRAL LABOR COUNCIL shall be used only for legitimate expenditures in furtherance of the objectives of the organization or of the AFL-CIO. The Secretary-Treasurer shall pay all bills which have been authorized by a majority of the delegates present and voting at a regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 7. The President shall receive seventy five dollars ($75.00) per month for services rendered. The Recording Secretary and the Treasurer shall each receive fifty dollars ($50.00) per month for services rendered.
ARTICLE XI
Charges and Trials
Section I. Any officer, delegate, or affiliate preferring charges against an officer or delegate of the ROCK COUNTY CENTRAL LABOR COUNCIL shall make the charges in writing, giving facts and must sign the charges. The charges shall be filed with the President and Recording Secretary, or their alternates if one or both are charged, who shall furnish copy to the accused within five (5) days after they have been received.
Section 2. At the next meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL, the presiding officer shall cause the charges as filed to be read to the ROCK COUNTY CENTRAL LABOR COUNCIL Body. After discussion and consideration, the following question shall be put to vote. "Shall the charges, as presented, be deemed worthy of trial?"
Section 3. If the charges are found worthy of trial by a majority vote, they shall be referred to a special trial board of five (5) delegates, who shall be elected or appointed as desired by the ROCK COUNTY CENTRAL LABOR COUNCIL Body. The defendant or the person preferring the charges, shall have the right to protest the election or appointment of any delegate on the trial board, provided that the protest is made at the time the trial board is elected or appointed, but neither the defendant nor the person preferring the charges shall have the right to challenge more than three (3) members of the trial board.
Section 4. The trial board shall have authority to summon witnesses for both sides of the controversy, and shall notify all parties concerned in writing, by registered mail, requesting they appear before the trial board. Any delegate in good standing shall be allowed to attend the trial as a spectator.
Section 5. The findings and recommendations of the trial board shall be reported to the ROCK COUNTY CENTRAL LABOR COUNCIL at the next regular meeting for the disposition of the charges. The accused shall have the right of defense before the ROCK COUNTY CENTRAL LABOR COUNCIL Body.
Section 6. The presiding officer shall submit to a vote of the delegates present the question of guilt or acquittal. Two- thirds of the votes of the delegates present shall be necessary to convict. If more than one offense has been charges, the vote shall be taken separately on each charge in the same manner.
Section 7. Any officer of the ROCK COUNTY CENTRAL LABOR COUNCIL, if found guilty, shall vacate the office they hold immediately.
Section 8. Any decision of the ROCK COUNTY CENTRAL LABOR COUNCIL may be appealed to the president of National AFL-CIO.
ARTICLE XII
Meetings and Quorum
Section 1. Regular meetings of the ROCK COUNTY CENTRAL LABOR COUNCIL shall be held on the 4th Monday of each month at 6:30 P.M., unless otherwise determined by a majority vote of the council.
Section 2. Special meetings may be called by the President when so instructed by a majority of the Executive Board, or a written request by twenty percent (20%) of the ROCK COUNTY CENTRAL LABOR COUNCIL. Forty-eight (48) hours' notice should be given delegates of any Special Meeting.
Section 3. Any regular seated delegate from seven (7) affiliated Local Unions of the ROCK COUNTY CENTRAL LABOR COUNCIL, shall constitute a quorum.
Section 4. The order of business at each meeting shall be as follows, unless suspended by a majority vote of the ROCK COUNTY CENTRAL LABOR COUNCIL:
ARTICLE XIII
Amendments
Section 1. This Constitution may be amended by two-thirds (2/3) vote at any regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL, provided the amendments does not conflict with the Constitution of the AFL-CIO, and provided the amendment has been filed with the Recording Secretary, in writing, and read at a previous regular meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL.
Section 2. Two (2) copies of the Constitution, and any amendments thereto, shall be submitted to the President of the AFL- CIO, upon their adoption, for approval.
RULES OF ORDER
ARTICLE 1.
General Provisions
Section 1. All questions of a parliamentary nature not provided for in these Rules of Order shall be decided by Robert's Rules of Order.
Section 2. The hour of meeting for the ROCK COUNTY CENTRAL LABOR COUNCIL shall be promptly at 6:30 P.M.
Section 3. The regular order of business may be suspended by a two-thirds (2/3) vote of the delegates present at any time to dispose of anything urgent.
Section 4. The privileges of the floor may be granted to members of any Labor Organization not represented in this Council or visiting delegation, by consent of the majority of the delegates present.
Section 5. The use of profane, obscene or discourteous language during the course of a meeting is strictly prohibited as being an offense against the dignity and decorum of the ROCK COUNTY CENTRAL LABOR COUNCIL
Section 6. No one shall be permitted to enter a meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL while in a state of intoxication.
Section 7. No delegate shall be excused during the course of a meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL without first having received permission from the presiding officer.
Section 8. No delegate shall leave his seat, engage in debate or conversation during a meeting of the ROCK COUNTY CENTRAL LABOR COUNCIL without first having received permission from the presiding officer or the Vice-President.
Section 9. Any delegate of the ROCK COUNTY CENTRAL LABOR COUNCIL acting in a disorderly manner during a meeting, shall be reprimanded by the Chairman for the first offense, and for the second reprimand, shall be removed from the meeting by the Sergeant-at-Arms.
ARTICLE II
Debate
Section 1. When a delegate wishes the floor, they shall rise and respectfully address the Chair, and if recognized by the Chair, shall state their name and organization.
Section 2. If two or more delegates rise to speak at the same time, the Chair shall decide which is entitled to the floor.
Section 3. Each delegate, when speaking, shall confine themself to the question under debate, and shall avoid all personal, indecorous or sarcastic language.
Section 4. No delegate shall interrupt another while speaking, except to a point of order, and shall definitely state the point, and the Chair shall decide the same without debate.
Section 5. If a delegate, while speaking, be called to order, they shall take their seat until the point of order is decided, when, if decided in order, they may proceed.
Section 6. If any delegate shall feel personally aggrieved by a decision of the Chair, they may appeal the decision to the meeting.
Section 7. When an appeal is made from a decision of the Chair, the Vice President should then serve as Chairperson. Said appeal shall be stated by the Chairperson to the meeting in these words: "Shall the decision of the Chair be sustained as the decision of this meeting?" The delegate will have the right to state the grounds of appeal, and the Chair will give reasons for the decision. Thereupon, the delegates will proceed to vote on the appeal without further debate, and it shall require a majority vote to sustain such an appeal.
Section 8. No delegate shall speak more than once, or more than five (5) minutes, on the same subject until all members desiring the floor shall have spoken, and not more than twice without majority consent.
Section 9. The residing officer shall not speak on any subject unless they retire from the Chair, except on points of order. In case of a tie, the Chair shall have the deciding vote.
Section 10. A motion to be entertained by the presiding officer must be seconded, and the mover as well as the seconder, must rise and be recognized by the Chair.
Section 11. Resolutions, resignations and motions shall be submitted in writing if so requested by the Chair.
Section 12. In presenting a motion, a brief statement of its object may be made, but no discussion of its merits shall be admitted until the question is stated by the Chair.
Section 13. Any delegate having made a motion can withdraw it by consent of their second, but a motion once debated cannot be withdrawn except by a unanimous consent or by majority vote for a motion authorizing withdrawal.
Section 14. A motion to amend an amendment shall be in order, but no motion to amend an amendment to an amendment shall be permitted.
Section 15. Any delegate may call for a division on a question when the subject admits thereof.
Section 16. When a question has been decided, it can be reconsidered only by a motion to reconsider, adopted by a majority vote of those present.
Section 17. A motion to reconsider must be made and seconded by two delegates who voted with the majority.
Section 18. All questions, unless otherwise provided, shall be decided as a majority vote may direct.
ARTICLE III
Privileged Questions
Section 1. When a question is before the meeting, no motion shall be in order except: (a) To adjourn (b) To lay on the table (c) For the previous question (d) To postpone to a given time (e) To refer or commit (f) To amend (g) To substitute And these motions shall have precedence in the order herein arranged.
Section 2. The following motions are not debatable: (a) To adjourn (b) To lay on the table (c) For the previous question
Section 3. When a question is postponed indefinitely, it shall not come up again, except upon a majority vote.
Section 4. If a question has been amended, the question on the amendment shall be put first; if more than one amendment has been offered, the question shall then be put as follows: (1) amendment to the amendment; (2) amendment; (3) original proposition.
Section 5. A motion to adjourn shall always be in order, except: (1) when a delegate has the floor; (2) when delegates are voting.
ARTICLE IV
Voting
Section 1. When the debate on any question appears to have neared a close and presiding officer asks: "Are you ready for the question?" If no delegate rises to speak, the presiding officer shall then put the question to a vote and after the vote is taken he shall immediately announce the result.
Section 2. When the presiding officer has commenced taking the vote, no further debate or remarks shall be allowed, unless a mistake has been made, in which case the mistake shall be rectified and the presiding officer shall recommence taking the vote.
Section 3. Before the presiding officer declares the vote on a question, any delegate may ask for a division of the house, and the Chair is then duty bound to comply with the request, and a standing vote shall be taken.
Section 4. When a blank is to be filled, the question shall be taken first upon the highest sum or number, or the longest or latest time.
